Ukraine: UNAF and Azeri Socar in Refineries Talks

A presidential spokesperson has announced that Ukraine’s oil & gas
major Ukrnafta is in talks with its Azeri sibling Socar about the
creation of a joint-venture involving two listed Ukrainian refineries,
namely, Halychyna and Naftokhimik Prykarpattya.
The two refineries have been seeking ways to access the light and low sulfur Azeri oil to be able to produce Euro-3 compliant fuel on their aging equipment. At the same time, Rovnag Abdullayev, President of the State Oil Company of Azerbaijan (SOCAR) stated plans to acquire an oil refinery in Europe without giving any specific details to country or refinery.
“We have plans afoot for acquisition of an oil refinery in Europe,” he added. He also mentioned plans for Turkey where a feasibility study of a 10 million ton capacity refinery has been performed as part of the SOCAR-owned Turkish Petkim petrochemicals complex.
According to him, the construction of this refinery may commence next year.
