India: Government Increases Fuel Outlets for 'Other Backward Classes'

India's Federal Government has decided to reserve 27% of new fuel service stations and LPG agencies for 'Other Backward Classes', reducing the allocation for Scheduled Caste (SC) and Scheduled Tribe (ST) individuals. The move would open up more opportunities for traditionally marginalised citizens to establish businesses in fuel retail.
At present, 25% of fuel service stations are reserved for SC and ST individuals and physically handicapped persons are allocated 5%. The licensing system also allocates 16% of fuel service station for police and defence personnel, and 2% for freedom fighters and outstanding sportspeople.
An Oil Ministry official told local media that, under new guidelines, the SC and ST quote will be reduced to 22.5%, with 27% of service station outlets reserved for OBCs. 50% will be allotted to general candidates, with 33% of pumps in each category reserved for women.
As reported yesterday by PetrolWorld via its Form newsletter, it is hoped that the new fue service station allocation of drawing lots among eligible candidates for dealerships will add transparency to the licensing system. The new guidelines will be announced after upcoming assembly elections in five states.
